They meant it announcing too early, the built is already frozen, if not about to be frozen. I mean, they most likely won't randomly release it a few days before the announcement like for the Northern Lords for CK3.I don't think it's a release date; they've specifically said that they're avoiding announcing a release date to make sure they don't end up pressed for time in their bug-fixing (which is the right decision!). Also I've never heard of a release date announcement including the time of day.
