Someone may have suggested something like this already, but I'm a relative newcomer to the forum and haven't had a chance to browse through everything yet.

Anyway, what I've tried is reducing the cost, manpower, supply and fuel consumption rates of the various carriers so you can get the full air capacity by building more ships for the same price. For those carriers with an aircapacity of 2 cut the values in half, for those with an ac of 3 reduce them to a third (I rounded up to nearest 1 for cost and manpower and nearest tenth for supply and fuel). You can also reduce the various attack and defence ratings of the ships to help balance the fact that you're getting more bang for your buck.

I have not play tested this yet, so I don't know what sort of affect it has on the AI's.
