I got into a war and my ally Spain created a lot of troops to help me. But now the troops just stand there. Spain has transports, that shouldn't be the problem.

A similar behaviour can be seen in my subjects during war (even landlocked ones next to me). They just don't know what to do and then keep their troops guarding their capital.

I even set Spain an objective to siege a province!

I thought the naval / amphib landing AI was meant to be improve in 1.8? :-(
1.8 AI is the worst AI ever. I don't know why, but it was screwed up extremly hard.

I strongly disagree. I've seen actual naval landings now. Unfortunately, it does seem more likely to lock-up now, like in the OP's picture. That can be ironed out, though.
Not only that. Ottos (and only them, from what I saw) don't merge fleets (they tend to have dozens of 12 galley fleets), AI prioritise destroying enemy armies too strongly (marching through all the Russia to destroy some Ming army. Attrition killed half of teir armies). I had GB moving 70k army to fight 3k army of Tyrone (my vassal), effectively giving Britain undefended. Colonial wars are going on insanely long, AI contends every succession war, they DoW in absurd manner (strenght 4:1 for me, even more in navies). I never saw them freeze, but I often see them doing something stupid. Generally they are better, but the idiotic moves are more common.

Oh, yes, the death stacks. They do tend to kill themselves more often by attrition now.

How about GB sending half their army on some idiotic invasion while I was actively sieging their main isle?

Even better :D AI has some extreme problems with seting priorities.
