Mana Carda
Throughout history, Paper Mana has been used to develop and stabilise nations, advance their interests and ensure that your tax is paid regularly and on time. However, you might be confused as to where Paper Mana started and it's many impacts on the world and mankind.
It all got started in 1215 with the Mana Carda in England. Naturally at this time in history, proper, clean and wonderful Modern Paper was not available and the mages of the time were too busy summoning the Welsh Dragon constantly to keep the Scottish in line. This is when the many Barons that sort-of-ran and sort-of-owned parts of England decided there must be a better way. They the created a powerful administrative document called the Mana Carda using readily available card board and enchanted ink.
Carda Mana was going to be the glorious solution to England's needs, providing the modern equivalent of Paper, Bird and Sword mana all at the same time. However, as we now know, not even cardboard can contain the raw power of three types of mana at the same time. It quickly exploded in 1216, resulting in the death of King John of England in a massive magical supernova. This did not deter the powerful wizards of England from trying again and attempts to get Carda Mana working commenced again in 1225 and 1297, where finally there was some success and England's Stability was increased by a single point.
Historians do argue that Paper Mana actually already existed and was abused to make vast development projects in Egypt. However, it is accepted that this weaker "lake paper" was unable to raise stability and thus caused Egypt to collapse.

Paper Mana
Unfortunately, with the Egyptians having long forgotten how to make paper destabilising their nation and the loss of many great English wizards during that Crusade non-sense, mana development remained at a standstill for the greatest length of time. Then, under the dark night sky in 1398, a powerful wizard was born blessed by holy administrative god. His name was Johannes Gensfleisch zur Laden zum Gutenberg. He was to revolutionise the power of the Administration by creating the printing press. It is said that a Paradox developer is even named after this great man as a tribute.
However, the troubles began when an abundance of Paper Mana was created with little or no magical properties in 1439. This led to the dangerous "events" system that caused many negative and destabilising ideas to spread. By the time mass Paper Mana was restricted to Monarchs and Advisors only, it was already too late and the world experienced its first comet on the 30th of March 1439.
England unfortunately then loses the single point of stability they worked so hard for and explode into chaos just a few years later in 1455.
