countries won't hand over unlawful territory beyond a certain base tax. You can try improving relations and getting trust with them. I believe at +200 you can demand back a 10 BT province.

Until you get dip rep from diplomatic ideas, you'll be gated at 6-7 BT for return unlawful. Also, save some low BT provinces for when you're revoking the privilegia, since you get -3 DR from passing Erbkaisertum.

Also, save some low BT provinces for when you're revoking the privilegia, since you get -3 DR from passing Erbkaisertum.

The -3 DR modifier comes from revoking the Privilegia (not Erbkaisertum).

Once you revoke (and have your vassal swarm) this -3 modifier can be removed by getting into a war with someone, and then instantly peacing out with them with 'revoke last reform'. Even though the reform is revoked, you keep your vassals.

Without the reform the HRE vassals work in exactly the same way as they do with it. the only downside would be if you wanted to greyskin, as you would need to pass 2 more reforms instead of one. But as you get +1 IA per year for free for 'peace within the empire', and can add provinces to the HRE for more IA this wouldn't be too much of a problem.

"If you want to revoke the privilegia as quickly as possible, play as a non-HRE-member (I recommend Burgundy) and decleare war on HRE-members. Then concede defeat by offering trade power from another country (exploit I saw in DDRJake's streams). The current emperor (Austria) will gain much IA and opinion bonuses and pass the reforms really fast.
Before "Erbkaisertum" (don't let them pass this reform!) you have to vassalize 3-4 electors and boost their opinion of you. If you have provinces that are part of the HRE (i.e as Burgundy), remove those now.
Now wait until the current emperor dies. Try balancing the IA around 40 while waiting. Now cancel your vassals (you don't want the IA-penalty for controlled electors), add your provinces to the HRE (gets you 1 IA per province). Don't add your capital though, because then you would become an HRE-member and you could not attack HRE-members ("ewiger Landfriede") anymore. Pass "Erbkaisertum".
Now attack some HRE-members to liberate HRE-members to get some more IA. Alternatively delete your troops and wait until the Papal State or France attacks the HRE and get the IA from honoring the call. Those countires are more likely to attack the HRE if you have no troops.
Don't forget to improve relations throughout the HRE!
With this method I was able to revoke the privilegia in 1520 as Burgundy. I had to wait 35 years until the current emperor died after I had enough electors. This was really frustrating. In addition I had some AE-problems after vassalizing the electors. I would recommend to form an alliance with the electors you want to vassalize later, as quickly as possible. Then you don't get the nasty AE-opinion-penalties. Additionally only vassalize the smallest electors (Mainz, Saxony, Cologne, Trier)."

I just tried this, but demanding lands back has minus -1000 strategic interest modifier. Did this thing get fixed, or am I doing it wrong? Landlocked 1 provinces with no means to core for the person that owns the siege.

Next patch you're unable to get IA. Instead reforms are Austria only random events with large MTTH

I can't even figure out how to offer someone else's trade power.
You need to ask for a nation to transfer trade power to you. You can then transfer their trade power in the peace deal.
Even if you only get the minimum 10%, the established transfer will be a full 50%.

You can test this easily in a burgundy 1444 start, before unpausing declare a war of reconquest for gelre, austria will join.
Step 2, ask for trade power from just about anyone nearby. Utrecht gave me 10% of theirs without a fuss just like that.

3, ask to give utrechtian trade power in the peace deal asap one month after war declaration, and it will count as a 60% WS cost.
The UI will tell you that they do not want the trade power, but they will accept it without any fuss.
An offer worth 60 will beat the length of war modifier of 44, and also the alliance and military power differences even without a single combat, without even standing on gelre.

Repeating the war before, i ask for frisian 10% trade power and attack liege for a claim. I need to step on their 5-stack to wipe them to get the instant peace this time, and BAM austria gets another 30 IA.

Austria gains IA for defending the empire and will enact the first reform exactly one month after the 1444 start. They will keep getting 30 IA one month after every burgundian claim on the HRE is fabricated for as long as burgundy wants to. As austria in my game i have been racking my brain over how to get foreign nations to attack the HRE, but the answer is obvious. You just need to start outside the HRE and ninja the throne once it is ripe.

As Castile (well Spain by then) I had a massive coalition, me as Emperor with Scandinavia as my ally against almost all of central Europe, I still had some vassals and whatnot. I went to war with them to get the coalition dissolved and to free a bunch of countries. I freed 5 countries and named one of them an elector, and ended up with 25 IA...that's it. I got 3 for several of those countries. It's a paltry bonus. I am also not getting called into wars that go in the HRE...I am a member since I added a few provinces to get to Madrid, but damn, I am not sure how to get enough IA to do anything short of adding all of my conquests to there, but that's a finite resource.

Unlawful territory isn't working, but worst of all, YOU CAN'T ASK FOR WHILST AT WAR? WHAT!%T@!%!@%^^?

That makes no sense, a little war down in Africa shouldn't matter, but the CB expires before most small wars finish. It's truly annoying. This is the longest game I've played as Spain and these HRE mechanics aren't making a lot of sense to me.

This is huge. For non-HRE situations, you can use this to pretty much peace out of wars 2 days after they start (day 1 - ask for trade power from a random OPM. day 2 - offer concessions to transfer the trade power from that OPM).
DoWed by France? No problem, you get a 60% WS free peace for the next 11 years on day 2 of war starting.

you can also use trade power to peace out Austria, leaving you fighting a bunch of electors once you need to pass Erbkaisertum.
