The secret here depends on a couple of things:
1.Granting an Electorate gives 10 IA.
2.Granting an Electorate can be done at war, as long as the relations are above -50 or so and not hostile or rival.
3.Demand Unlawful territory gives 10 IA
4.Countries accept Demand Unlawful territory if they are not coring that province.
5.A province that is outside your range cannot be cored.
6.Inland Countries have no range except for adjecent provinces (e.g. Brandenburg or Saxony).
7.One Province Minors (OPM's) can be annexed by your allies if you transfer occupation.
8.If you transfer occupation and force your allies to take provinces, they have to pay the diplo-cost and eat the Aggressive Expansion.
9.There are are an awful lot of OPM's in the HRE.

So here is what you do.
Get a diplo-rep advisor. These are useful to get other people to join your wars and to ram reforms through.
Get Diplomatic as your first idea group. Try to get to the diplo-rep idea. This also gives Austria's first national idea +10% IA which saves a bit of time.
Ally Brandenburg, Saxony and Bohemia. (I got Bohemia in a PU under me so couldn't use him, but he should work just fine. Getting Bohemia in a PU actually hurts now since you get a -0.10 penalty to IA every month if an elector is a subject nation).
Ally Poland for fun and profit and to support your heir for those sweet extra monarch points.
Fight Burgundy when they get attacked by France. Force the inheritance by keeping the war going until it fires. It is best to declare yourself, if you are helping an HRE-member defend, you won't become warleader and thus can't decide when the war ends (you know, after the inheritance).
Fabricate claims on Cologne.
Declare on Cologne and annex them.
Fabricate claim on Koblenz.
Release Cologne as a vassal, this no longer gives IA, but who needs the overextension.
Get in a war with an ally of Mainz. Call in your allies of Bohemia, Brandenburg and Saxony. One of these three is enough.
If you fully siege all participants in a war you get 100% warscore with all of them. Pick one of Mainz's OPM allies and grant them an electorate. This gives 10 IA. Transfer occupation to one of your elector allies and sue for peace with the OPM. Give the province to one of your allies, but make sure there is no connection to their lands, or else they'll start coring their new conquest. You now get the electorate back.
Rinse and repeat with all Mainz's other OPM allies, netting 10 IA each time. If no OPM allies remain, continue on with large allies, but don't grant them electorates, since you can't feed them completely to your allies.
After that, do the same thing to Mainz. Peace out the warleader, feeding as much of him to you allies as possible.
After the war, grant electorates to OPM's that border you and you can fabricate claims on.
Talk to your allies and Demand unlawful territory back. Each province you claim back gives 10 IA.
Each time you hit 50 IA you should be able to pass the next reform.
Two or three of these wars should be enough to get the Privilegia Revoked.
Enjoy your vassal swarm. Now go beat up France, the Ottomans, and everyone else you want.
EDIT: Don't annex Cologne, just declare on an ally of Mainz and go crazy with forcefeeding your alles.

It feels like IA changed substantially between 1.7 and 1.8... Someone needs to write a guide that explains the differences xP

(I haven't played a game as a European country since 1.8 was released, so I have no clue what's going on there).

this was plausible ish before AoW but you needed to have the other nation do the sieging themselves. It was a nice trick to make your allies eat AE for taking inland provinces which they'd normally sell to you over time.

In this case, it's quite a bit easier as you could ally anyone on the planet and have them join the war. At that point, there is no chance for the AI to not be the bad guy as they will always be forced to accept sieges as you can pause, fôrce it to them, then do the Diplo to end the war with the OPM. That nation doesn't even have to have participated in the war, let alone know where it is (TI).

Wiz can fix this pretty easily by only letting you/war leader give provinces to a nation that is part of the war, and has either core or claim on the province. Or can core. Or 'wants'. There are lots of options there.

As is, it's quite easy to make an ally eat a coalitions lands to reset AE as the newly formed versions, after rebellions.

Well actually in Ironman mode you can use the console command <<kill>> so revoke the privilegia is also more easy.
Actually, not easier since you lose stab when doing this, and tank legitimacy. You MUST vassalize or PU 3 electors first or else your crap legitimacy will make you lose emperorship. Also, if you get Maria Theresa, you lose emperorship.

Fixed in latest beta hotfix.
Its not even beta anymore. Its applied everywhere now.

The big gain seems to be from demanding unlawful territory from your allies that can't core them. However, feeding Brandenburg/whatever does tend to make coalitions form against them. And sometimes they still refuse... probably has to do with giving them very wealthy territories. Even though they can't core them.

Also, sometimes an occupied OPM remains "neutral" rather than "threatened", so you can't offer them an electorship while at war.
