I've had this idea for a while now, but I've just now decided to collect all my thoughts. So I've gotta suggest it here.

As of right now, when you have a surplus of say a 100 food and you're at your cap of say 20000 food you have 1 of three options to deal with this. Option number 1 and the 'correct' option is to move your pops around to working jobs that you actually need, such as alloys or researchers. The second option and also correct way to deal with it is to simply sell off your surplus. Usually by setting up a monthly trade deal or directly trading it away with ai. The third way of dealing with it and the 'wrong' way is to simply ignore it. Just let the hundred food surplus get wasted. I want a fourth way. The galactic foreign aid system.

How this would work is it would be created through a resolution through the galactic community. Afterwards, each community member would have the choice to opt into the system. But if you refuse to join, you'll have the option to rejoin at any time but it'd cost influence now. Xenophobic isolations obviously wouldn't like this, but xenophiles and egalitarians would.

Once the system is created anyone who opted in will have the option to donate resources to the system, either is bulk amounts or in a monthly trade system, similar to how the galactic market is set up.

So what would you get out of this if you do donate? Well, initially you'd get a temporary boost to galactic weight scaling by the amount of resources you are donating each month. The maximum percentage would be up to the devs to balance. I was thinking a 50% boost at the highest tier. This would also scale by the year it currently is. Obviously donating 5000 alloys by the year 2230 is pretty good, but donating 5000 alloys by the year 2350 is basically nothing. Also, the type of resource donated would matter. Food is obviously weighted less than consumer goods for instance.

The maximum amount of resources in each category would be subject to change. Maybe through laws in the galactic community. But my favorite option would be something like 10000 cap of each resource for each person who opts in.

So who would be able to pull resources from the galactic foreign aid system? Initially anyone can. But pulling out so much aid at once will place a penalty to diplomatic weight temporarily. But the well can get restricted depending on legislation passed. So a law I came up with, if it passed, is restricting it to the bottom 50% of the community (egalitarians love this option). Another law could be that the well would be restricted to the galactic senate. Only they would know how best to divy it up, of course. Authoritarians would love this. And last, a law with that is extremely difficult to pass, and favord by ai with shared burdens is an automatic opt in and tax to empires in the galactic community that the taxes get fed into the foreign aid system.

But the benefits you'd get for donating can also be expanded on depending on legislation passed. For instance, maybe to get resources from the well you have to take a penalty to research speed temporarily, like 20%. But each other member who didn't take any resources would get a 5% boost in research speed. Another law could be a military penalty. You can take some consumer goods, but doing so will double the time to build ships and a 50% penalty to ship cost. These options is up to the devs.

So, what benifit would be for the game. Well first off, the ai would benifit in being able to possibly get resources they are in a deficit of. Another benifit would be greater human and ai interaction. Plus greater interactions with the galactic community.

So, what benifit would there be to the player? First, it would give just another option for fixing a surplus. But secondly, it'd give a greater sense of community. Maybe you could focus your empire on consumer goods production so you could help ai transion to meeting the requirements for the balance in the middle. There could be fun political shenanigans as well. You could get these much needed 10000 alloys, but your diplomatic weight would be penalized making it harder to push for specific resolutions. And most importantly roleplay. I could go on.

I do believe this would add a new layer of interactions within the community. Most likely this would require an expansion to add. But this is something I'm very passionate about. Please consider my proposal!
