"A Formal Request" is just plain baloney. I, the Lord Protector of the great Qara Koyunlu, stretching from the Adriatic to the Indus and beyond, and Caliph of all Shiitedom, do not care even one whit what provinces some pissant upstart Christian from some filthy little backwater European sewer, whose ass I just kicked not once, not twice, but three times in the past two decades, including once just a few months ago, thinks are part of his pathetic little self-styled "empire". Why on earth should my nation take a stability hit?

It shouldn't. Just use the console command to give yourself stability and prestige back unless you know how to mod the event out altogether.

Honestly, the HRE mechanics should just be eliminated outright. They're totally ahistorical. Only things I can think of right away that would make sense to keep would be the Emperor being called into a war to defend Empire states and the ability to inherit with cores on Imperial territory. But there's no reason why being in the HRE would make you a super-duper magical tech god (-10% technology cost) or why being elected Emperor would magically make your land be able to support several times their normal troop count (Emperor force limit bonus) or allow you to conscript double or more men to serve in your army (Emperor manpower bonus)... and the fact that apparently a third of a province's fighting men disappear when the Emperor demands it back, and that your entire country is destabilized (Unlawful Imperial Territory event), is just ludicrous.

Why would anyone able to wage war against HRE care about what "emperor" says? It should be hard to conquer HRE, not to keep their provinces.

Fixed (mostly) in 5.2. Still I agree it's a bit crazy. Cheapest solution is just to disband the HRE... it's not very hard to do, esp if you're an enormous empire.
