I recently bought HoI 2 and I love it!

Great game Paradox! Everything I've been looking for.

After reading the manual, I'm still a little confused on a couple of things, and figured maybe some of the helpful players on the forums could help me out.

I annexed Iraq in March of 1936 and then Persia in December. Iraq's partisan activity is very high, literally a month after I annexed them it was 30 to 40% in every province. It's February 30, 1937 now and the highest partisan activity in Persia is only 3%.

My question(s) is/are; what exactly determines partisan activity? I know having troops in a province lowers it, and if you put them on Anti-Partisan Duty it will drop over time. My dissent is at 14.34% but dropping 0.02% per day. Does partisan activity drop with dissent?

Yes, I did go to war with the Allies in 1936, but I also joined the ComIntern alliance first thing. Image below of my Middle East empire! Saudi Arabia is next.

Dissent greatly aggrevates Partisan Activity, as well as inflicting a combat penalty on you and rendering you more vulnerable to Coups. Reduce your Dissent as quickly as possible.

Closed Societies are also hotbeds of Partisan Activity in conquered provinces... Open societies get far fewer Partisans.

Persia has zero Partisans by default (like most of Africa). All the current Partisans in Persia are due to your high Dissent.

Produce extra consumer goods... as many as possible. It's the top slider in the production window.

That's 286 days to reach zero Dissent.

Defer your upgrades until Dissent is under control. Next time you get to move your sliders, shift towards Interventionism (it reduces consumer goods needs, so more of your consumer goods will be considered "extra", hence more Dissent reduction).

Trade some rare materials for Supplies, to delay the moment when you have to put production back into Supplies.

DO NOT allow yourself to run out of Supplies! You get hit with a 0.25% Dissent penalty EVERY DAY that your supplies are zero.

Do you mean I shouldn't allow my supply income to reach zero/negative or total supplies? It's pretty safe, I hate being 'in the red' in any category. I think the only reason my supplies are still rising is due to my convoys, though.

So I should wait about a year before I go to war with Saudi Arabia so I can get my dissent back to zero? I'd like to take it before the war in Europe starts so I have access prime real estate.

Welcome to our obsession! I, too, have found HOI 2 to be manna from heaven ;) You last image shows that you are still allotting 1 IC to upgrades. Put the IC into Consumer Goods. Any surplus resources you have should be traded for Supplies. You can cancel the trades after your dissent has reached zero. I echo Blue Emu's admonition: DON NOT LET YOU SUPPLIES FALL TO ZERO! Your stockpile of supplies specifically.

Thanks for all the help, folks! Dissent is almost low enough so I can DoW Saudi Arabia and maintain full TC, making it a very quick, easy fight. I was also able to pull enough troops away from high-partisan provinces, so the war can start ahead of schedule. In just 6 months I completely reversed my fortunes!

This game is great, like digital crack!

I only have 1 transport for now, but 5 more are on the way within the next year. So only 1 amphibious assault at a time (that's what the division in Basrah is for). Lol

Two things to keep in mind:

1) Declaring war increases your Dissent.

2) Be sure to determine beforehand if the province you plan to Amphibious Assault has a beach. Otherwise, you can not AA that province. (Just click on the province in question. In the top left, above the province info (IC, AA, Land Forts, Coastal Forts, Infrastucture, ect) you will notice a rectangular box. It is either empty or has a representation of a beach). Good luck on Turkey's future conquests :p

I just noticed that the box is to the right of your province infrastrucure and Partisan activity and you are currently holding something in your Deployment Pool. Holding units in the Pool increases TC.

1. That's why I waited.

2. Thanks for the tip! I wondered why only 1 province in Persia was susceptible to an amphibious assault - now I know.

It's just an AT brigade in my deployment pool. I'm not up against any tanks yet so I'd rather not slow down my infantry. I tend to assign such brigades (artillery/AA/AT) to cavalry anyway for maximum speed.
