So after a few sessions of playing there is a few things that keep popping up and annoys me quite a bit.

1. Either nations do not build railroad at all or they do it like crazy. It feels a bit weird to look at Belgium and the Netherlands in 1860 and Belgium has level 3 railroad in all provs and the Netherlands doesn´t have a single railroad.

2. The wrong nations seems to industrialize like mad people. I mean Austria with full railroad and leading in industry by 1865? I thought that was supposed to be their special weakness. Their lack of industry. Also Russia also seems to be industrializing far to quickly with mucho railroad everywhere.

3. Italy where are you? Has anyone actually seen it forming. It never does to me anyway. Could have something to do with the über strong and superindustrialized Austria though. But Piedmont seems pretty content sitting on their collective asses drinking wine and doing as little as possible.

4. The AI of allied nations could do with a tweak I think. It´s not funny when you are dragged into a war with someone by an ally and then they refuse to help you when you take the full brunt of the attack. This happend several times when playing Prussia and Austria DoWs someone. Usually it was the french and when they attacks with 400+k men and ignores the Austrians it would be nice with some help.....at all. But I guess they have to mow grass or something with their 350k men that keep running around inside their country leaving me and the other german minors fighting for our lives.

I usually play on Normal/Normal btw.

Historically, Europe was very conservative in their railroad construction. They went about the practice slowly in most nations. In the United States, the railroads represented the solution to their basic problem of transportation, so went rapidly into building them.
I agree that there should be some restraining factor to reflect the reality of European fealings. When Austria-Hungary, through the Rothchilds, built the first major strip of railroad in contential Europe; "scientists" were turning out reports that the human resperatory system would collape at speeds in excess of 15 MPH; the trains would drive people insane at their very site; people would suffer mental breakdowns and engage in group sex as a result of riding on railroads.
I think there should be some political damage for Non United States that engage in their first railroads. The political damage should be greater for all Asian nations, except Japan after the overthrow of the Shogun.
Not having a copy of the game yet does make a more detailed answer impossible. Oh I cannot wait for Wednesday.
Cheers

Regarding 1, Belgium seems to be a powerhouse in Victoria (maybe too many beta's huh? ;) ), In 2 different 1914 scn they have stomped on the Germans and gained 3-4 provinces in a WW1 that has ended in 1915 both times.
So I'm not surprised they industrialize quite quickly.

Guess who's the leading industrialized country in my game as Germany(and that has been so since early in the game)? China!

3. Italy where are you? Has anyone actually seen it forming.

No, it hasn't happened to me yet at least.:(

Probably because they have a ton of provinces they can upgrade one level almost right away, but then are left in the dust as smaller more advanced nations get higher tech.

Thats what higher difficulty is supposed to be there for. This thing is only going to throw events out of wack. I mean there was a reason why the prussians could beat the austrians and so on. Besides if it is needed for balance why does only some nations do it and the wrong ones at that?

Then there is serious trouble with balancing the game for a player. It sounds it's way too easy to build railroads if this can happend.

All nations build railroad as soon as they get the inventions and techs, and can afford it.

Austria is slightly too advanced in the game as of now, according to tests, but why is still argued.

I have not yet seen Italy forming...

And i think that it is a bit strange the way the industrialization works in Europe! Things does not seem to fit, can't pin point an exact thing, the development just seems wrong.

I have played one game through with GC and played a few of the others. I have only seen prussia having problems all the time, and that Austria-Hungary seems to be the bigbrother, and not vice versa!

Holland seems to be very underpowered compared to Belgium.

Another thing about colonies:

It was not The european countries who colonized Africa... It was USA and Mexico... Seems wrong!

Oh well. This is a Paradox game. I always considered them to be open beta tests anyway, which is in my opinion a nice thing - the community actually gets a say in what they want implemented. The support this company offers for its games is unrivaled by anyone else.
