I am glad that godawful business is finally over with so that we can get along with the business of governing. I don't believe in taking colonial territory from the Spaniards past a few barely-inhabited naval bases, so I think the Philippines should be liberated instead of taken.

I know many of you feel that the government has failed us. I understand. I cannot say there is not corruption - there is. There are men who would style themselves our leaders and servants of the people, but serve only their own interests and would show no leadership or accountability. I admit that all this happens - you have seen your voice silenced, your laws ignored, your rights uncared for. I know how that must make you feel. But do not stoop to the level of your opponents. We cannot push our agendas by force or threat, or rely on corruption and tricks to support our causes - these in the end would be an affront to our principles. I can tell you that there is another way.

The Federation has not failed. It has faltered, perhaps, but democracy has not failed us. The people's voice was heard, and it will still be heard. We cannot be silenced. Men across all levels of government stood for our rights and are standing for them, even as it seems foolhardy in cases. We may not vote for what seems popular or likely, but we vote for you - democracy is not dead. The law has not failed us. Some of the things I go to Vienna to vote on are corrupt - some seek to twist the laws to their own advantages, to make it easier for entrenched politicians to make a mockery of the Federation's people and laws when it suits them. But some things are good and worthwhile. I have worked with colleagues in our state - even those you might boo and hiss at if they were on the stage with me now - to improve our education system. It may not be much, but steps toward good, accessible education for all our children is a good step toward a better and freer society. This is but one good law out of many which are being made - some of which may be unlikely, but others of which will be passed. While it may be slow, we will continue to make a better Federation and a better Silesia. Stand for democracy and your rights will come, your voices will be heard, and you will be free of corruption and threats - it may not be immediate, as other methods are, but it is better and it is successful.

The insistence of some to change a status quo that would work perfectly were it not for this Congress and radical elements systematically attempting to change it is frankly annoying. We should oppose the "Liberties" of States Act as it imposes a one-size-fits-all model on all states, despite repeated evidence that there is no such model.

As for the Veto and Impeachment Amendment, despite claims that it gives more power to Congress by allowing it to dismiss the President, this is a complete falsehood. We have, right now, an example of a President abusing his power and behaving as a petty King, trying to ignore the constitution. No more power should be given to him than what he now possesses - and a veto is one such power.

In addition, the same is true for Congress if the President does not have the power to veto any bills passed by it. It could pass whatever bills it wants to and the President could do nothing about it. This amendment gives more power to both the President and Congress. It creates an additional set of checks and balances which ensures that one branch of government does not have more power than another.

We differ in opinions. I do not want the powers of the President to be increased when our states are so divided - the Presidency will always fail to represent all of them. Congress has more legitimacy in my eyes and therefore, should have the more power.

Even with the veto, Congress has more power. They can change the entire government with a 2/3rds majority. In our current system, the President has no power at all over Congress besides being able to disolve it.
