Popa quietly slips out during a break in the session. The following note is found on his desk.

The aristocracy, the revolution, our democracy, the people themselves, all lay forgotten in the wake of pride and greed. I can no longer support those that will cave to the loud minority. România nu va fi un sclav!

Popa gets off the train, and is rather shocked. The city is not as it was, smoke and fire could still be seen. He is quickly picked up by a guard, who brings him quickly to the main headquarters. Upon entering, Popa takes off his hat.

The War Ministery and the State of Romania declares its loyalty to the Republic. Libertatem, aequalitas, gloria.

You know me; Councillor Than - Liberal. Liberals abhor violence. It is the preserve of the strong and the reckless and has no place in a functioning democracy or any civilised country. That is the reason I voted against upholding a referendum that had lost all legitimacy. To rebel against a lawfully elected government rather than to work within the system for reform is a mistake. To commit arson against the very place this chamber normally resides is for me the greatest betrayal of all of our nation and our ideals. I refuse to endorse the violent methods employed by the Danubian Revolutionary Brigades and groups associated with them.

Yet I completely sympathise with their aims. I too wish to see a stronger Federal government and the end of the Electoral College. If it is necessary to end monarchies in the Federation, so be it. It speaks of my dedication to Federalism that even as a Liberal, I would rather see the victory of the mob than the continuation of these policies where not absolutely necessary. As such I announce my support of a diplomatic solution in favour of those currently occupying the city of Vienna and its surroundings. I call upon the President to negotiate a peaceful solution rather than add to this nations strife while already at war. I will do everything within my power in these chambers to achieve these ends, even if I am unwilling to take up arms myself or endorse the actions of those who do.

If you cannot return to the chambers, I will see you at my wedding. Assuming, that is, you will still be attending.

Will there ever be a time in our history in which we are not forced to declare ourselves for this side or that? I am to be married soon, and then I am to return to St. Petersburg. I cannot let this Federation burn, yet I cannot bring myself to wholly support those burning it.

I urge every single man in this Congress with leftist loyalties to remain loyal to the Government. Popa has made his choice, the path of violence, a dark path, but as long as he is the last of us to join the bloody revolution they cannot succeed. We still hold the vast majority of this country and the advantage. On this note I call on all Bohemian representatives to declare our state loyal to the Federal Government.

I also urge the right to cease their battle for con-federalism and for the minority and any other political strategies. This is not the time for political agendas and these actions do seem to portray that the leftists should simply leave, I will not and I do hope others will not. Any thing said by this Congress, any debate, any proposition should be for the purpose of restoring peace and order and casting aside any partisan or politicization. I strongly believe our extremely Partisan tendencies were the main fuse to this war and will destroy this Federation if we allow it to continue.

I support many of the ideas proposed by this revolution, but I will never, never join a revolution of the bloody bayonet and of the flame. I will push for these reforms with all my will after this crisis is ended, or at least my uncle will when he returns I'm sure of it. But I will not join this coup, I will not support this coup.

I also recommend that the Silesian Militia is deployed in in half strength (~24,000-36,000 men 8-12% of population) to fight the rebels with the Federal army. I also request that I join this section of men.

How can people even consider supporting the enemies of decency? These rebels desire to create conflicts between workers and employers that will ruin our Federation. They will force several peoples to become slaves of a tyrannical government. They will disregard the good tradition of free trade and enterprise. I would rather die than see my great state of Crete be a part of the proposed republic. If the rebels succeed in this war, Crete will secede.
