You contradict yourself. If you doubt our Foreign Ministry's ability to negotiate monetary reparations, then why do you expect Prussia to return Silesia?
Furthermore, Prussia has respected Ostprussen's sovereignty so far. That is why Ostprussen is in chaos at this moment. That is the whole purpose of the conference.

I personally would favour a transfer of territory that is accepted by both states rather than monetary reparations. I am sure that the minister at the treasury will confirm that our financial position is strong; I believe that, excepting during the Krakovian war, the country has had a budget surplus every year. Prussia has respected Ostprussen sovereignty because it has to; you saw what happened to Russia when it tore up an international treaty. In my mind, that no more nullifies the Konig's longing for his ancestral home than it does restrain his parliament from taking decisive action - that is why they have requested this conference.
