On this Day, the 18th of November in the Year of Our Lord 1852, the Nobiles and Signores of the Consiglio Maggiore do ordain and enact the following provisions, to have the force of law within the State of Venezia:
I. The State of Venezia formally releases the islands of: Lussino, Arbe, Pago, Premuda, Lunga, Pasmano, Coronata, Zuri, Lissa, Solta, Brazza, Curzola, Lagosta, and Meleda from the state of Joint-Administration within the Condominium of Istria and the Dalmatian Isles; and declares that she renounces any claims to administration or sovereignty over them and recognises them as entirely, unconditionally Croatian territory.
II. The State of Venezia does express, however, her most devout wish to retain her fishing rights to the sea zone around those islands; seeing as it is beneficial to Venetian and Federal industry.
III. The State of Venezia wishes to make clear that this act is in the express memory of the charitable spirit and kind Christian spirit of Her Serenity, the late Sophia Contarini, Dogaressa of Venezia so cruelly taken from this world; and wishes to express the ardent desire of the entire Venetian people that this act will calm the Venetophobic fires within the hearts of the people of Dalmatia.
So this resolution has been adopted, in the Year of Our Lord 1852 by the Venetian people. Amen.

This means that every such operation has to go through the Federal Government. Now, if that isn't an example of excessive bureaucracy, I don't know what is. Why do we even bother with local subunits when everything is to be dealt with in Vienna ?IV.The government shall be able to fund any new or renovations of churches or temples, through funds from the Interior Ministry.
Perhaps less importantly, the amendment fails to define "religion"; if I form a new protestant sect tomorrow, saying I'm the second coming of our Lord, does it get to be a religion ? The equality also needs to be clarified. The current text could be interpreted as forcing the government to take care of all religions equally, as in, spending equal amounts of money for all of them. I don't think I need to tell this congress that the two most practiced religions in our Federation are catholicism and orthodox christianity; should the protestants and the jews really receive as much money as what we invest to maintain our cathedrals ?I. All Christian and Jewish religions shall be tolerated, and equal. These religions include Orthodox Christianity, Protestant Christianity, other related Christian religions and Judaism.

You appear very confident in the outcome of the negociations.. it seems to me that the Prussians and their german allies saved our bacon, and we wouldn't have been able to do this without them. Why would they pay us for their own lands that they took back themselves ? And no word about Silesia ?
