I personally do not think that there would of been a war if Germany was allied to Russia. The only reason Austria reacted the way it did towards Serbia is because of the "Blank Cheque" is recieved from Germany. If Germany was allied to Russia then it would of had no need to fear the Russian rearmenent programme the way it did. Without that fear then Germany has no need to provoke a war to crush a Russia before it gets to strong. Also a Russain Allaince would leave Germany wanting to balance Russia's interests with Austrias. Austria would not recieve a blank cheque from a Germany/Austria/Russia Alliance.
If Austria was allied with France and those two had an understanding with Britain,again there would be no blank cheque. France would not issue it on it's own and since this is the era of spended isolation I don't really see Britain giving one either.
The probable net result of the assaniation is that Austria gives Serbia an ulitmatium that is not as strong and enjoys worldwide support. Serbia accepts these demands and things continue on as before.
