Firstly, just a query about this guy and his weird setup:

This character (ID 159291) is fixed here. He should be Norwegian and stay that way; he's a bastard so his marriage is matrilineal anyway, so he doesn't need to change dynasty.
Who is he, why does he change culture/name and why is he a bastard despite being the son of married parents? His siblings are Irish but he and his children are all Welsh and of a different dynasty (Dinefwr/101919).
Secondly, as Estmond of Hwicce was removed at some point (as he almost certainly didn't exist) we could use his ID to represent his uncle, who did exist. Ælfgar of Mercia had four children; three are alive in 1066 and are in CK II, whilst the fourth died the year before he did.
I don't see the harm in adding him as we're just re-using an ID that's no longer used.
Thirdly, Herluin de Conteville is missing his second marriage and other sons. This seems to be historical, and is mentioned both here and here.
Admittedly we don't really have accurate dates, but that's the case for loads of lesser-known characters. Still, given that they are mentioned in several sources I don't really see an issue with adding them.
This site came up on Google, which gives ~1020 as a date of birth for Fredesendis. No idea how accurate that is, though. It won't be that important as she was almost certainly a commoner, so I've not given her a dynasty.
I don't think there's an historical issue in adding these characters, and they do seem to be mentioned, just without dates. Radulf (Raoul is a Frankish name really; I don't recommend using it for Normans) is also listed in the Domesday Book as a landholder in Norfolk and Somerset, so he was obviously given a degree of responsibility and income by his half-brother the King. Less is known of Jean, the younger brother, but I think it would be good to add them both. A third brother, Richard, is mentioned by Vitalis, so personally I would be content to add him. I've always found Vitalis to be a generally reliable source in other matters, but it's up to Paradox I guess. He is specifically mentioned as witnessing a charter signed by William in 1082, though.
(There are five characters named Raoul in norman.txt... you could perhaps change them to Radulf as well)
Finally, three of the dukes of Normandy could have their historical nicknames:
