I don't know if it's WAD or just incidental, however it's not a big deal in most cases. Even if you are playing ultra-tall it's rarely needed to have all kinds of buildings in the same province, e.g. you can build castle in nearby and skip it in CoT. Probably the only case when it can really matter is playing for OPM with no expansion.
You could probably delete the university at that point since you're not going to dev much more and that'd open up another slot.
This might actually be a fairly common issue with the next update since universities, town halls, and statehouses will all not require a building slot to be built but will still take up room on the UI. And CoTs tend to get developed since they have -dev cost bonuses. I think you'd only need 30 dev to hit your building cap on farmlands?
Just wondering, can you build a building through macro builder? My initial gut feeling is that just a purely building slot limitation, so maybe macro builder can bypass it.

Idk if this works in vanilla since I mostly play with Anbennar on but if you delete the university and build a building you want in the place of that when you're putting it in the 10th slot on the CoT province you can rebuild the university and it'll make space for it regardless, it just won't be visible on the screen and yeah you do this from the production interface. If the new changes go through and the way this works doesn't change i bet you'll be able to do this with state houses and whatnot.
