Having at least one Colonist increases the number of types of advisor present in the Diplomatic pool. It does not, however, increase the size of the pool. This means that acquiring your first colonist materially impedes your diplomatic capability, by increasing the chance that there is neither a BRoT advisor nor a DipRep advisor available; Russia has no substantial use for Colonial Range or Global Tariffs bonuses, since their colonization targets consist almost exclusively of areas land-connectable to their capital.

This complaint comes with a suggestion for amelioration: make the different advisor pools have separate size modifiers, so that a modder could write a triggered modifier that remedies this without having to also improve the size of the military and admin pools.

Consider the following:

Having 0 colonists decreases the number of advisers in the diplomatic pool, increasing your diplomatic capability.

It is a bonus for having 0 colonists rather than a penalty for having 1+, as all stats have the same number of adviser types.
