I think every time there is more than 1 independent country on one side of a war the different countries involved should have different goals and the way it works now is problematic: if I want a province from the enemy and I am not the war leader I either have to pray my allies give it to me or betray them and take the province in a separate peace. What I would like to see instead is a system in which every partecipant could pose an ultimatum to the war leader on their side: if the war leader accepts he promises to give the country what it wants within a certain limit based on war partecipation and as an ai is strongly inclined to do so in the peace treaty (the penalty for promising something to your co belligerent and not honouring this vow could be a relation hit with all neighbouring countries and allies, the breaking of the alliance, a trust hit with the other allies and a malus to diplo rep.) if the war leader instead refuses the request of his ally, that country will make a separate peace as soon as possible, the alliance will be broken and there will be a relation hit. This would be helpful for cases in which you just want one province for example and the war leader wants it too but he ends up not taking it anyway because apparently he wants a lot of other provinces more, but there are other cases too in which i see this could make sense, for example if you want a colonial subject of the enemy or if you are part of the war in a particular way (defender of the faith, intervened in the war etc.)
The possibility to ask for something in this way should only be available if you have enough war partecipation (at least 25-30% maybe?) to avoid a situation im which all your allies ask for something and you cannot take anything for yourself
