I have enjoyed the CK3 development system where counties gradually gain development. I thought it could be a good mechanic to implement in EU4. Development has a base growth of 0.005 and can increase from edicts, autonomy, unrest, trade goods size and production efficiency. You can still manually increase development but if your land has been sieged, scorched or razed, development decreases and devastation can make development go down and you lose development and its bonuses.

Development is already way to high, especially for OPMs at the moment. Adding another way that development grows would only compound the issue. I do like a system where development grows due to organic factors, and declines due to devastation and other effects. Perhaps making it so that developing a province manually is more expensive and requires gold and manpower as well. That would control the development inflation.

At the beginning of the last sentence, he says 'you can still manually increase dev'. I like his ideas, just without allowing the player to increase dev in the current state. Maybe what they could do instead is invest in a province which would increase the rate of growth in one of the areas. I think that's a much better way and still allows some agency for the player.

what I think they can do, is have kingdoms and empires get the 'crown focus' like from ck2. it increase development there, and you change it each ruler life time, or within same lifetime at cost of admin point.

alternatively, instead of having abstract development, they can have various industries within a province (such as grain production, livestock, and then the city in it make paper), but I dont see that happening in eu4. hopefully eu5 gets it

I’d like industries as well, but yeah definitely don’t see that happening in an EU game

There are already a few systems for that in EU (dev, prosperity, razing, buildings&manufacturies, colonization) that all could be merged and rebuilt in CK3 manner.

It may be too late for EU4, but in EU5 it could be accounted for.

Maybe the problems mentioned here could be mitigated by tethering organic development to things that happen very rarely. For example +1 development (in a random value or maybe just 1/1/1) for the first time a province reaches full prosperity. (Same for -1 the first time they reach full devastation) This is a way to reward the king for prosperous rulership and can be only achieved once per tile per game to make sure it doesn't get exploited be manually reducing prosperity and then increasing it again. Although I can imagine something like this: once per age each administrative unit (state or province I'm not sure what fits better here) gets the +1 in a random value when it completes a 100% increase in prosperity (or the opposite of course). So technically you could at max achieve +2 if you manage to get a province from 100 devastation to 100 prosperity within one age. More likely however would be -50 to +50 or something. I think this works as it's relatively difficult to achieve so it's not just development spam and it also incentives defending the homeland better or avoiding wars in order to not jeopardize prosperity. It's also way harder to exploit as you probably wouldn't purposely tank your capitals prosperity just for the little bonus. But it's a nice way to reward a competent ruler.
