I think the new development feature is really cool, and has the potential to open up a whole new strategy of being able to build tall instead of wide, however I think it would be much more realistic and sensible if the player was incentivized to concentrate their development in select provinces.
From what I know, there is currently no benefit to putting 50 development in one province over putting 10 development in 5 provinces (ignoring penalties like terrain). However, historically countries had the most infrastructure and development concentrated around their major cities, such as London, Paris, Venice, Frankfurt, etc. The player should likewise gain more benefit from putting multiple levels of development into a select fewer provinces rather than spreading them out. This also lends itself to geopolitics, making these provinces more tempting for conquest, more likely to need forts, etc. (Does development add warscore to a province? Does it add loot-able ducats?)
However, we also don't want the player to just put all their development into their capital, as then that just defeats the purpose of having to strategically invest points in certain provinces. Thus I think to do this, putting development into a province should actually get cheaper each level, to incentivize the player and AI to develop provinces that already have development. However, the benefits would also have diminishing returns. The diminishing returns would have a slower decay rate than the cost of development, so that you don't end up overdeveloping certain provinces and end up putting none in others.
I know this system isn't the best balanced, but it's my idea on how to incentivize concentration of development for more realistic and strategic gameplay.
