Perhaps my understanding in this matter is wrong, but as it relates to downloadable content, specifically the DLC type, isn't such content wholly aesthetic and not at all useful in terms of actual gameplay mechanics? I keep seeing people mentioning playable factions within DLCs...

I agree with the position that the fantasy stuff should not be included in the prestigious CKII library -- and it won't be as it relates to my Paradox account & hard disc drive. That DLC is simply being produced and released for the passion of profit, not for the passion of cultural gaming creation. And I don't think that the issue is that Paradox lacks historical content.

And if it gives them more money to make better DLCs and games why would anyone be complaining? personally i think this is just the devs having a bit of fun messing around and i haven no problem with that, it's there game, but WE NEED MORE PAGANS

An Africa DLC would also be nice when I think about it. Would include the West African coast and change the East Africa setup to something that emulate reality better, like including Alodia and Semien (yes, this means Judaism) and get rid of that ahistorical Harer. And maybe expand the map to include the Sidamo. And the inclusion of Bornu would also be nice.

It would be so fun to play GDL , being sandwiched by both Catholics and Mangols.

What i also would like is goal based scenarios , it would add quite something to regular sandboxy gameplay.
For me DL priority would stand as such.
1. Pagans (including all European pagans at least)
2. Republics/Trading
3. Dynastic feuds
4. Tyranny , more options to play as a tyrant.Fear should be a valid relations modifier.
5. Visual unit DLC so that different cultures would have different looking units.
6. Heresies DLC. more options to be a heretic and dealing with them , including witch hunt.

Zoroastrians and Pagans (especially Norse, Tengri and Suomenusko) need some love.

Oh cmon , don't forget Romuva , it's often overlooked and overshadowed , despite being one of the major pagan blocks during those times.

A DLC with a focus on the Holy Land, e.g. a starting point where the player can lead the armies of the first or third crusade.

The "War of the roses" could be a scenario for CK 2.

This is Work in Progress, I will update my thoughts later on.

The thing with the crusade is that only the first crusade was a 'non-political' crusade. After that, monarchs backed crusades. (Second Crusade)
The Crusade System is in, it needs optimization and more love. This shouldn't be handled with a DLC, I don't want to pay for every feature which is in the game! I agree to pay for add ons (e.g. SoI, LoR), but I refuse to pay for improvements to content which is basicly already there; crusades for example.
This is a thing which should be handled through patches. Developers should improve content which is introduced by them, but they shouldn't charge it all the time...

What I would like to see:
1. Yes, it has been mentioned 5000 times: PAGANS! There are lots of which could be done here, for example give them a unique decisions, possibilites to convert to christianity et cetera
2. Republics. There are lots of possible features, for a) outsiders to interfere in their inner affairs and b) to play them yourself, dynastically. You could also consider creating possibilities to change from a monarchy to a republic and vice versa. Trading, unique privileges, liberty (more or less) and a special relationship with their liege were things which characterized cities during that time.
3. The Catholic Church. There are plenty of possibilities here, but I don't think a college of cardinals is a good way to get this into place. It'd be better to get yourself votes by Prince-Archbishops or anything like this, in exchange for making them nastier. Also Anti-Popes should receive some love to make them more unique. I don't like the thought of bishoprics to be playable though.
4. Mongols. There are things which could possibly be done about them, but that is least priority to me.
5. HRE. After the ERE received love, I would like to see improvements done about the HRE. Actually, the emperor title was something which originally the pope lend to someone (see Charlemagne), later in conjunction with the German Kings under the thought of 'translatio imperii'.
6. Carolingians, other starting dates. A very interesting period, if you think about the several splits of the Frankish Empire. There are possibilities for reuniting the Frankish Empire aswell as a story-line which features the splitting and thus the de facto and de jure creation of the HRE, the eastern frankish regnum, and france, the western frankish regnum.

Things which could be implented in conjunction with a DLC, but should be imo for free:

1. Earlier Bookmarks. The dawn of feudalism was way earlier then Hastings, so I would like to see some.
2. Improvements to the feudal system in conjunction with the earlier bookmarks. Fiefs were originally not inheritable, so there could be things done about, that could also improve the difficulty.
3. Improvements to the faction system which is rather dull at the moment.
4. More Crown Laws. I think of possibilities you had in the first Crusader Kings with several laws set by the liege giving your realm an unique touch. However, there was room for improvement there, the AI acted not that 'intelligent' or responded to actions which you did as king.

This, i like to play outside Europe once in a while, but currently I find west africa quite boring, and you kinda have to be a masochist to play as one of the Christian states in east africa.

But generally, I'd like for some DLC's that fleshes out what we already have. There's plenty of things that could make playing as in Russia more fun for example. (Though, Pagans would be quite fun too, not too sure I really want to play as republics)

Moving from a small duchy around Moscow to expanding further East and South as a conglomeration of different peoples under a rough banner.

The Crusade System is in, it needs optimization and more love. This shouldn't be handled with a DLC, I don't want to pay for every feature which is in the game! I agree to pay for add ons (e.g. SoI, LoR), but I refuse to pay for improvements to content which is basicly already there; crusades for example.

I would say that it isn't unfair for us to pay for improvements to mechanics that exist in one form or another already. Depending of course on how improved they are and how much they're charging. For central mechanics like Crusades (its in the bloody title after all), that shouldn't be charged for, so I can't imagine they will be. Although anything Pagan related will probably touch up the issue of holy wars.

Regarding points 5 and 6 in your first column, I think it'd be interesting if Francia/HRE had a "unite the Empire" decision like the Byzantines do as of LoR. There's suddenly a great question as to what one should call it, but it'd still be fun. I still think that any start date needs to be after the initial splits of the Empire though. Last thing we need is an Uber-Blob.

I'd like to see a Catholic Church DLC, a HRE DLC, a Trade/Republic, and a Pagan DLC.

I would also not mind if Theocracy's,Republic's, and Pagans stayed unplayable.I just want more interactions and historical feel to them.This game is called CRUSADER KINGS.
