A button to disable auto quitting drilling after a declaration of war, similar to the button of the fort activation or go to port button for fleets

I don't need all my troops for every war and it is tedious to reactivate the drilling for every minor war.

An indicator in the side bar for armies above 95% drill would be nice too.
