The DDR is Communist and you already got done destroying them so it wouldn't make much sense to release them. The FRG is better but Austria has some of the German provinces necessary to release them so you should have Austria give you those provinces then release the Federal Republic of Germany, afterwards which they will pump out military forces for you and be the strongest of all your puppets.
