The way things are right now tanking diplomatic technologies so that you can speed up the ideas\having more relations is a no-brainer if you are a land empire and or don't care about colonization\trade but rely on production\taxes to make money.
You might tank it more often if you want to westernize because is basically a useless technology for 3\4 of the game states
I think an improvement is pretty much needed to prevent obvious situations such as:
"I am Bohemia I'll pick Diplomatic Ideas because who cares about the tech tree?"
Something like an improvement in your diplomatic abilities such as better relation over time or a diplomatic range that allows you to diplo-vassalize states at further distances (?)

Still, maybe I am wrong but I am open to other opinions.

Also sorry if my english is bad but I am not a native speaker :c

A useful addition would be increased diplo relation slots. It'd be hard to balance perhaps, but I've always found it strange that colonial powers have to choose between European relations and relations with powers elsewhere in the world. Probably a situation protectorates were meant to try and address.

Directly increasing diplo relations would be problematic due to the limited amount of diplo slots by default. However, they could always add an alternative diplo relation slot for things such as military acess/guarantees/warnings which would be increased only by this tech tree and some diplomatic ideas. Or, they could just make these lesser diplomatic actions free at a certain point.

its odd that "diplomacy" is navy only essentially.

As Austria, if you don't care about the color on the tech map, you can tank it the whole game and just use the points for other things like culture conversions and overlimit relations\vassals.
I don't like how you are supposed to be a diplomatic powerhouse but don't really have use for the diplomatic tech.

Pretty much this. Also note that the issue is primarily a single player issue only for many nations. Naval warfare (and thus techs affecting it) is much more difficult and relevant in multiplayer.
