Well, it did happen down through history.
I mean, didn't Catherine the Great of Russia encourage Germans to live on the Volga in the 18th century?
There are other incidents I'm sure of encouraging certain peoples to flock to a particular place or country.
The question is, what would it really add to Victoria to warrant including as an improvement, and secondly, if it is even possible to add a feature like such?
There needs to be improvement to the immigration model that Victoria already has, before such an improvement you suggest could be made. Immigration in the game isn't good enough imo.
ye i no ay, i dnt like the fact that u have to do all these random actions to encourage people to live in ur country, it should be simplier, even if ur playing as the "Immigration Magnet", being, The United States Of America, u can't choose where the immigrants go, its random.
the improvement i think it will make is the problem where people don't have enough people in 1 province but have too many in another province. so there has to be a country emigration part to it too, where citizens of a country can emigrate through out their own country and a place where the government wants. but i think it would be great, cuz even in real life, there are advertisements sent from the government to encourage immigration/emigration, so i think it would be a great addition to the game, espicially if a country is having too many people in 1 province and very little in 1 province, so i think there should be a feature where u can press a button or set up something on a panel that does this great action that is actually a big thing in history without doing all that random stuff where you gotta empty factories etc.
anyways thats my opinion on immigration but i think it would be a great addition to a great game thus, making it greater.
