So I messed up as Poland and can't form the Commonwealth because I gave Lithuania too much Russian territory. Since PU doesn't seem to have a "seize land" button like vassals the only way I can get territory off of Lithuania is to lose it in a war. With that in mind I declared war on Muscovy with intention of losing. After 1 month and me being allowed to send another diplomat I tried to offer them 2 territories for free and they won't take them. I have to beat them up for a while to convince them to take my territory. This take "Shut up and take my money!" to a weird level. Btw, aren't Paradox threads amazing?

I think you have to convince the AI that it won't be able to do achieve a better peace deal than that. From your post, I presume that 2 Lithuanian provinces won't make that much of a dent in your strength so maybe they decided to press their luck. After all, the AI is notoriously bad at "seein the writing on the wall" and make accurate estimations of whether it's worth pushing forward or if it's inevitably only going to get worse if trying.
