Supposedly the problem with to many trains was fixed but it doesn't seem so. Now before anyone starts saying its a bad layout to blame, there is no jams along my line and the trains are flowing smoothly.

I noticed that there were A LOT of passenger trains on my lines, so I reduced funding to minimum but the number of passenger trains didn't go down. So I checked the tourism map and 99% of the passenger trains are ones that come from outside the city with tourists. Now you would think this would be nice, tourists mean more money after all. The problem is, all of the trains only have 1-3 people on them. If there are so few people per train but 50 trains, hold the trains back until they fill up a bit.

I can just picture in my mind a busy train station, 1 person gets on the train and the doors suddenly slam shut, zooms off and a second train zips in and picks up 1 more person. Can we get fewer, but fuller trains?
