I Hardly ever build beyond level 2 forts due to rebels grabing them when they revolt. The only exception is for places I need to use as staging areas and need to have a higher support limit.

Speaking of AI problems... in my current game as Portugal Spain goes bankrupt every two years, their inflation is at 141% (I checked by loading Spain via the savegame) and by now, as of 1544, the Aztecs are kicking their asses. They took that one northwestern gold province in an earlier war but now the Aztecs are controlling it again. This is SO frustrating... OUCH! I suppose that's the old Fugger loan. (I hated that event!!) He's also got TPs all over south America and northern Mexico, his fleet is roaming across the Pacific (looking for what? Pirates?) and he doesn't know a single straight route from Spain to America. It's all mindless labyrinthic curves with unexplored seazones in between.
Does that happen in your games, too? I'm playing with EEP 1.1...

I played one game in EU1 where no one ever buld forts over level three. I don't know why. That same game the Aztecs and Incas where never conquered by anyone even though they had level 1 Tech on ever thing.
