HoI 1 released in Poland by CDP actually had two exe files - one with map that had provinces with adjusted names (with polish spelling) and second with original names.

That would also remove an AI-problem, since you might suddenly meet them while raiding with light tanks behind their front. it's harder to exploit a slow AI, when they are placing division here and there behind the front.

But what I meant was this. In HOI1, there's a province in Spain named Lleida. In Victoria that place is named Lerida. And both names are correct, they're just the names of the place in two languages (castilian and catalan), and could both be picked up for use in the game, as either would fit the "english name" criteria equally well (I mean, you will probably find english-language maps with either name). And there should be plenty of situations of the sort.
