Well that's not too much of a impact. However if the defender also get a bonus, which is probably the case, the effect will be significant.

I noticed that Ai chance factor for Anschluss is 100%
If I recall in HOI II was very small chance for Anschluss not to succeed.
Pretty sure that event just means AI Austria will never refuse the German annexation decision; it's still possible that AI Germany might not push for it or that the Austrian NS party might not get into power as Alexander Seil suggested making the German decision not possible.Thank goodness for 100% annexation AI, no more Austro-German alliances nor Germany going peaceful when Poland gives up few provinces.
