Why...

The Normans played a pretty big role in medieval Europe with them conquering England, Sicily and Antioch. However, unless the player is aiming to create Normandy, it rarely forms in the 867 start date from the AI. The following is a suggestion aimed at creating a decision that is easier to employ by the AI in creating the Duchy of Normandy while being fairly historically accurate.

After the Siege of Chartres in 911, Charles the Simple, the king of West Francia, granted them lands between the mouth of the Seine and what is now Rouen in exchange for Rollo agreeing to end his brigandage, swearing allegiance to him, religious conversion and a pledge to defend the Seine's estuary from Viking raiders"

Suggestion...

New decision for Norse characters to be invited by the King of West Francia to settle in Rouen from 911.

Requirements for this decision might include:
- Available between 911 and 1066.
- Character is of Norse culture.
- County Rouen is not presently owned by a character of Norse or Norman culture.
- Fame rank: Exalted among men.
- Works like Varangian adventure seeing all previously held titles lost.
- Costs 1000 prestige.


Bonuses
- Covert to feudal ruler.
- Convert to Catholicism.
- Bonus army (adventurers) of 2000 levies / men-at-arms (to help you conquer the rest of Normandy as you'd only hold 1 county). Army disbands on sucession.
- Pressed Claim on the Duchy of Neustria.

There could be an additional bit of code with this decision so that the character: Hrolfr de Normandie, marshal of Chieftain Rögnvaldr of Þrándheimr, is encouraged to take this decision if no other character has done so, say by 1011.

In the interest of fairness, rather than simply granting the county of Rouen to the Norse character the decision could declare a unique war between the Norse character and the current Duke of Neustria. If the Norse character wins they trigger the decision, if the Duke of Neustria wins it disables the decision for that Norse character.

This way it would act somewhat similar to Viking adventures often encountered in Britannia.
