8 Ascension Perks, 7 Tradition Groups? How to unlock the last perk?

So here I am with all the traditions and 7 ascension perks, and that 8th perk is still sitting there with a padlock on it. I thought maybe that would unlock once I had the other 7 selected, but no. Anyone know how to unlock this?

I think its a government tech, so you need a scientist with that speciality.
