7200 convoys needed to ship to Ethiopia

I am trying to drag some nations in Africa to my goal of annexing them.

However. I can not almost ship anything because they do not have convoys, even though it says I have 2k spare convoys.

So I thought about shipping some convoys to them, but it says I do not have anything in stock.

And also. Why do they need 7200 convoys for shipping. I haven't even selected anything yet.

So confused.

I made that mistake once upon a time as well.

Your convoy count lists all convoys you have available. This includes convoys you've captured from your enemies when they capitulated. However, for lend-lease purposes, you're only allowed to give convoys away you've produced yourself.
