Note the name of the plot. It appeared to be correct in the plot quick-menu thing, and I can also see the correct plot if I manually go to the list of plots.

Did you do this immediately on game start? Because basically the same thing happened with me when I checked immediately after starting as the HREmperor.
Do you have a save game of this? It would be really great to be able to track down the issue.
