I usually go with a 22 width 7xINF + 2xART + 1xHTD [+ART/RART/AT/ENG/LOG] template as SOV.
But that is SP only, I am not sure if I'd risk that in a MP games, since you have to rush HARM II for that and you need at least until mid 1940 to fully equip an adequate amount of these divisions.
