I think that one of the countries being ruled by a Regency Council can also affect the trigger for the event.
Even if all the conditions are met, it is still a random event which may not trigger in every game.

Playing Castille iron man with 1.5 ....the event fired 1496 for me. If the PU doesnt fire until 1500 you should force them into a PU. Try to ally with France because even an allied Portugal will turn on you.
Take down france ASAP. It will kick your ass from Galicia to Granada. I always do my best to dismantle it asap. Otherwise doom!

It is a very very unlikely event now that the deadline is 1500. When it was 1550, it was just unlikely. Castilla starts with a young king and an heir, both men. The odds of those two lasting from 1444 to 1500 is veeeeeery likely.Right its a random event. You get it if Castile and Aragon have opposite gender rulers before the year 1500 and both countries are not at war.
