Claiming the island of Rugen

Playing 1.01 version. The island of Rugen(off the coast of pommeriania) starts the 1066 game as pagen. When trying to conquer it, there is no declare war option as in conquering other pagen tribes. You need to claim it first like it was a catholic count.

I believe this is because it is held by a Catholic Countess, even though the land is full of Pagans.

I bet it's the same as with the Swedish pagan provinces. It is, in fact, because it is led by a catholic ruler.
It is the ruler, not the people, that determines if you can DoW without a claim.

Funnily enough, in my games everyone and their dog seems to grab a claim on Rugen soon after 1066.
Nobody ever attacks it though.
