Playing as Byzantium and noticed two of my holdings are only giving me around 150 men each. Took a look and both have a -30% hit from "Capital Empire", what exactly does this mean?

- Capital duchy and outside capital county: +10% levy, +5% tax
- Capital kingdom and outside capital duchy: No bonus or penalty
- Outside capital kingdom: -30% levy, garrison, reinforcement, and tax
Similar modifiers apply if you're a vassal. They encourage you to cluster your demesne close to your capital rather than scattering your holdings all around your realm.

Playing as independent Norman Duke of Apulia I get the +25% capital county modifier but -30% on every other county even though they're all in Sicilia.
