Playing as Byzantium and noticed two of my holdings are only giving me around 150 men each. Took a look and both have a -30% hit from "Capital Empire", what exactly does this mean?

both have a -30% hit from "Capital Empire", what exactly does this mean?
If you're independent, your demesne holdings get these modifiers, based on what de jure titles they're in:
- Capital county: +25% levy, +10% tax
- Capital duchy and outside capital county: +10% levy, +5% tax
- Capital kingdom and outside capital duchy: No bonus or penalty
- Outside capital kingdom: -30% levy, garrison, reinforcement, and tax
Similar modifiers apply if you're a vassal. They encourage you to cluster your demesne close to your capital rather than scattering your holdings all around your realm.

Playing as independent Norman Duke of Apulia I get the +25% capital county modifier but -30% on every other county even though they're all in Sicilia. Does the kingdom title have to have a holder?

Thought maybe it's because Apulia is titular (even though its de jure liege is still Sicilia), but I tried changing primary title and capital to Salerno/Marsico and same problem (did get +10% bonus in Principato for same duchy, but all other counties still -30%).

Update: once I created the kingdom of Sicilia, the -30% modifier on all my other provinces (still in de jure Sicilia) went away. So, was that a bug? It was super crippling, especially since I had to fight the Byzantines for any other counties in my original duchy. If it's not a bug, it seems weird to punish independent dukes in that way when they are already fairly weak.
