Well technically that's mostly what happens except its not entirely individual per unit. You'll only notice that its not individual in situations like #2 which don't happen too often.

Yesterday, I transported some units from Romania to Beirut and they were instantly out of supply.

No 30-days-supplies taken with them via the sea-route.

Any explanation?

Unload them, after unloading they will have thier 30 day canned food driven directly from capital.

As for units on board, as long as fleet is is supplied, all unit aboard will be supplied (fresh loaded with no supply will be supplied after 00:00). Fleet receive supplies from home port.
