So if I have 35 manpowet with 12/13 score for one culture (meaning I can deploy one more division of that culture) I can actually "cheat" and actually recruit 3 more, at one shot? Whereas if I did them one at a time I'd only get one, with 25 left-over manpower, right? That does sound like a bug (unless I've misunderstood you).

1000 pop = 1 manpower when at full defence spending. You can build a div for every 10k pop of that culture you convert. I'm not sure how losses affect pops in 1.03 since it changed, but depending on the difficulty level a certain number of losses in battle are counted as wounded and go back into your MP pool.
