I've seen the DevDia regarding Banks and with a respect of adding a mechanics that talking about European/Syrian refugee crisis I believe that 3 other things are in absolute need of changing:

1. Moving food between planets. I can send a 40K fleet in a around galaxy trip on an outer perimeter of 1000 star galaxy using the worst FTL type by jumping from a system to an adjust system. This kind of trip should take 2, 3 years at least without any stopping for food shopping on the way but i cannot send even 1 apple to a planet in the same star system? WTF?
2. Changing government ethics. This mechanic should be expensive with penalties on happiness and risk of civil war but it must be there. If Peter the Great could do in 17th century Russia without any means of communications I cannot do that in an FTL ability civilization that I can contact any planet in the galaxy in a matter of seconds?
3. Withdrawing resources from sectors. If I make a deposit especially in some kind of North Korea type of government I should be able to do a withdraw. Make some kind of mechanics that the withdraw depends on levels of autonomy and and let it affect happiness or anything like that (I have a few ideas but I wont go into them now). I find it hard to understand the adding of consumer goods as a way of limiting piling of loads of minerals if I am already beeing taxed by 25% percent t least by the need to split my empire into sectors.

Any thoughts?

As far as i remember number 2 is in the next update/dlc but it's through the faction system(?).

I can think of some kind of simple mechanics of some kind of general food pool that works as long as you are in peace. If an hostile fleet enters you system then the system is disconnected from the pool and or the system (if they are not producing enough on regular basis) or the empire (if the system is empire's food source) will suffer from starvation in some level. This mechanic is also mimics the real world sieges and wars. As well if you develop that mechanic a bit further you will be able to create a specialist planets that will enjoy from bonuses in certain fields, such as miners planet or a university planet which again in a way mimics the real world rather than a galaxy self sustained planets, model that is not exist since the dawn of history (large cities were importing food from all over of their villages).
I don't think that this kind of mechanic will demand a lot of resources from the PC.

I don't think that this kind of mechanic will demand a lot of resources from the PC.
Anything that gives food a more strategic scope instead of just plopping down farms till you get +1 food on every planet is fully supported by me.

A reason why sending food to planets is so necessary is because I frequently have a dozen pops migrate to a recently colonized planet and then they starve before I have built enough farms. Also, they like to form pesky planetary independence factions. I've made a race with the reduced migration because it's so bad.

With new ethics/factions system, you could do that in some way...

"We will come back to factions in greater detail in a later dev diary, going over topics such as how separatists and rebellious slaves will work, and how factions can be used to change your empire ethics"

1 is certainly something I'd like, particularly with how pops migrate to new colonies before anything can be build and end up with -90% happiness through starvation. It also makes it so sector planets whom always end up with a lot of excess food aren't wasting it.
