not sure if its WAD or not but here goes:

1. Ai does no longer build ships, or rebuilds them if they are destoryed. in 1550 as england I got 8 bigships and thats the biggest warfleat there is.

- Ottoman got about 20 gallys - last patch he would have had more like 90 gallys.
-spain got 2 bighsips
-sweden got about 8 gallys.

this is 100 years into the game....


2. AI makes horrible attacks, sure AI is not the best, but still.
AI how now once agian started to attack 30-50k stacks wil 4k unis. this changes everything.

3. war, your allies (and enemys) are now willing to leave the war after just 1 or 2 years. even if the war is going good (as a total) they do not care about length of war anymore and suddenly drops out.

They are also much more likely to make attacks based on their allys. they count 100% that their ally (human or AI) will win the war for them. many wars fail hard now for the AI. you see stuff like

Milan attacking venice and france alone. since their ally did not join.
or Palatinate attacks Austria solo.

You also see alot of the AI nation eating way to much after you changed AE, Burgundy and venice in my 2 games have both gotten. France, austria, england, wurtenberg, hannover, hansa, palatinia, switzerland etc etc + 15 nation in coallisions agianst them.

In my game at least some of the AI countries have built ships. I think what we are seeing with boats is that the build time was increased quite a bit and that everyone is at war almost all the time. At least in my game, I have noticed a lot more fighting around Europe. Often many countries having 2-4 wars going on at the same time. So I guess it might just be that the boats are just destroyed in every war and everyone has hundreds, if not thousands ducats of loans and just can't afford to build a navy currently.

This is my game currently. GB has raised their navy size, probably because nobody has managed to destroy it even once. Castile and Portugal have lost their fleets, but they have been fighting all the time.

Palatinate, starting borders, decs alliance of Austria, Poland, France and Spain. (unholy alliance much?)

Calls me, 2PM holland and no one else, though allied to massive sweden and a decently sized Novgorod, neither of whom are currently at war.

Ottos got almost 2 times their forcelimit here, Hansa built some heavies, that they do not start with and Brazil is up there in the list.
The suecidal wars are a known bug and will be hotfixed.

Hotfix 1.12.1 (AS OF WRITING OF THIS POST, THIS IS NOT YET OUT)

- Fixed a bug where the AI would declare suicidal wars due to incorrectly calculating defensive call acceptance

1. It looks something is wrong with ships

Its 1542 in my game, playing Austria:

1. Big ships: Oman 3, Portugal 2, Holland 2, GB 2, Marocco 1, Britanny 1 and thats it :D no more big ships in the world
2. Light ships: Ottomans 14, Austria (me) 10, Denmark 8 etc....
3. Galleys: Ottomans 61, Denmark 30, Austria (me) 11, Mamluks 9 etc..
4. Transport: Ottomans 13, Tunis 6, Denmark 6

2. I've seen this, AI bumping into much stronger forces.

I suspect the increased length of time to build ships is factoring into the AI's cost/return calculation on ship building and preventing them from building ships compared to doing other things with their ducats.

Simply they just cant afford to build ships

everyone is poor or in debt
Sort of this in my experience. AI really need a refresher in economics, that or they need to stop popping mercenaries like a pez dispenser. Anecdote, fighting ottos when they have 0 manpower at 18 regiments due to devastating loss to mamluks and they summon 15 mercs and crush my polish balkan alliance. They go into 1000+ debt, and still have no regiments or manpower after, and ultimately collapse a few decades later to enemy pressure.

i suspect a lot of the problem both with ship building and the huge debt the ai is getting into is that the ai builds too many forts and bankrupts itself with fort upkeep costs. played brandenburg yesterday and by the time i vassalise the remains ot the TO in my second war against them they had 4 forts defending their 6 provinces.

the ai doesnt seem to be very good at strategically positioning forts and ends up building too many, at least in the early game, late game it might be affordable to put the everywhere i dont know yet. mothballing would help but wars in the early game are fairly non stop so they dont get much time for mothballing. also i have noticed that income doesnt increase as quickly as it used to due to the building revamp and the slow down of conquest due to coring costs.

this all combines to mean the ai generally has less money to build ships and goes much deaper into debt during close wars.

i personally so far think i quite like the slow down of income growth but i think the ai needs some adjustments made to cope with it better.
