Please explain your issue is in as much detail as possible.
Beginning of the game. First years. first wars. Two neighbors started a war with each other. Immediately after its completion (Screenshot 0), one of my neighbors offers me to become its owner. Offers vassalization on my terms. I went to see why this is happening.

1) I had light vassalization conditions in the settings. (Screenshot 1)
2) At the end of the war, the neighbor had a broken fleet and he thought that he was weak, so he needed protection.
3) although his stats show that he is equal or even stronger than me in terms of diplomacy. (Screenshot 2)
4) in the same month or better in the next, when his internal logic is updated and he finds out that he has become weak at the current moment, we throw him proposals for vassalization, tweaking the parameters a little.

5) Even with a large negative value - he becomes our vassal

6) I paid attention to this - when during the game a couple of days ago he himself offered me to become a vassal. Now, starting his own save until this moment, he does not ask himself, but after playing a little with the vassalization values, he easily becomes my vassal, even having a negative value for this action.
7) Why is this happening? As I understand it, at the moment the AI player has a beaten fleet and he evaluates himself as a weak player. Although, if you scroll through a little time, he calmly restores his fleet and no longer wants to be a vassal, because he will even become stronger than me - his potential master.
it is necessary to put AI into the logic so that it can calculate whether there are threats around or not (whether there are enough guarantees for its protection, what protection pacts it has, with whom in alliance, etc.). And after how long he can rebuild his current fleet to avoid becoming a vassal.
This will help to avoid such a moment, as very often players ask for vassals to other AI players. This massive phenomenon appeared a couple of major patches ago. I think I have found a mistake why this happens so often. I would like you to pay attention to this.

Steps to reproduce the issue.
Load my saves
offer vassalization to the neighbor on the bottom right. or both of them at once - right and bottom right at the same time this month, or next according to the parameters specified in the screenshot 3

for the sake of interest, immediately after the end of the war of these two neighbors, until their fleets gained their real strength, I threw them both an offer of vassalization.
Both agreed. I think this is an easy way to make your neighbors vassals immediately after the end of their wars with someone.

Screenshot 6 shows that my vassal's army is much larger than I have my fleet now. And he has 3 small armies that are going to join his main fleet.

Again, this is the very beginning of the game. It's enough for you to wait for the first wars between your neighbors to make vassals after their end and continue the game with the strongest empire. I'm still sure that this is a logic bug in the scripts for the vassalization agreement.
