Please explain your issue is in as much detail as possible.
Tested with Earth Custodianship.
By default it selects the biological pop for assembly (pic1), then after a month removes it without selecting the robot pops for assembly (pic2).

Steps to reproduce the issue.
Start a game with Earth custodianship, look at planet pops, unpause and let a month pass.
