What causes this anyway? I have a machine parts factory that is supposedly making a profit in Sweden, but none of the craftsman are taking home any income at all.

It seemed to be working fine again in 3.02 when we were playing MP.

The instant we switched over to 3.02 my germany which had stagnated at 250 industry score skyrocketed since people were actually making money.

IDK if this is still the case in HoD, but might explain at least some instances where factories still don't pay pops.

This is exactly the problem. Factories don't (for unknown reasons) buy all of their maintenance goods. So inputs are reduced. Then wages aren't paid. Then a $100 profit per day factory is throwing money in the ocean.

I have seen instances of factories not buying all maintenance goods paying wages right next door to factories not buying all and not paying.

There are a bunch of rules for payout to keep factories from bankrupting. Reasons it might not pay salaries:
Its not been able to buy inputs for a whole 7 days. Otherwise it will pay a fraction of the salaries during that time. If it has very little money the fraction might be very small and be discared. Pops are free to stop being workers because they are poor, without this system those factories caught in this situation would have no chance of getting out of the situation
