No bonus to conversion when Capital is in Pagan land

I know this currently WAD, but I notice that there is no bonus to conversion for a Pagan (or other religion) province that happens to also be your Capital. Given the influence of the court, etc, I think that conversion should be easier there. But the issue is open to discussion, of course.

It's more of a feature request than a bug, but I'll add it since it's really easy to fix.
