I also ordered with the 20% voucher. But when I ordered the game was £29.99, now it's £34.99, so I still got away cheaper.I did the same; requested a refund. The refund was granted in ~5 minutes. Then re-ordered @25% off.
Don't feel bad, that just means Paradox is hopefully getting more money from you. That isn't that bad a thing.

Don't get me wrong, I am sure I will be getting more then my moneys worth in play time, considering I got over a 1000 in eu4, and 666 in eu3, but I am a poor person with a small income and to many expenses ;p Those extra few bucks could of bin well served some where else.
