In a game I was playing one of my AI opponents (with whom I had a non-aggression treaty) agreed to trade all his hold (a bit more than 3000) for 200 Mana. what the .?

That can't be normal, right?

Oh, "challenging" difficulty setting by the way

While it can happen every game, most players are of the opinion that it is a bug- or at least not intended. It gets even more ridiculous on Impossible, as the AI starting gold is even greater. 5k gold for a few hundred mana? Game trivializing infusion of resources.

I haven't seen a dev post one way or the other about it, however. In the short term, you can just avoid trading resources with the AI.

AI can also be ridiculous when negotiating treaties.

If AI is willing to accept treaty without requiring compensation to him, you can require ALL his gold or ALL his mana (but never both) for the treaty, and he will accept.
