What do I do to have a retinue and how do I use ruler disigner?
That's pretty much everything.

Well to have retinues firstly you need to have the Legacy of Rome dlc. From there go to the military tab and click of retinues and hire a retinue. For Ruler designer when clicking on the map to pick a playable character there should be a button next to the person you wish you play that looks kind of like gears that will open up the designer screen.

There's your answer. Only thing I might add is that you have a limited retinue allowance so can only hire retinues which don't cost more than your remaining capacity.

Capacity is calculated by multiplying the tech multiplier with your total manpower (the computer does this by itself and shows you it, in fact)

Also, retinues cost gold upon hiring and reinforcing. They are free once fully reinforced.

Ruler desigenr is used before gameplay, you click a county, duchy, kingdom or empire, next to the ruler you will see a small icon, click it and make your ruler. Not as good as I thought it would be. The cost of traits is really high, you cannot design your wife or kids. What I do like is you start with only you on the family tree.
